A theory is appropriate as long as it fits into the fact; when a theory doesn't fit in the fact, it's wise to walk with the fact.

Economic performance below expectation!
The Financial Express publishes a report on the performance of major macroeconomic indicators in FY12 and finds that most of the indicators performed below expectations.
